What counts as a motorcycle in California

The DMV recognizes several categories of two- and three-wheeled vehicles, and the registration requirements vary by category. Standard motorcycles (over 150cc, road-legal frame) are registered annually with a motorcycle-specific fee structure and require either a Class M1 or M2 endorsement on the rider's license. Mopeds and motorized bicycles (under 150cc, 30 mph or less) use a one-time registration and a smaller year-of-manufacture plate. Motor-driven cycles fall in between and are registered much like motorcycles but with a lower fee.

Off-highway vehicles, dirt bikes, dual-sport bikes never titled for street, and trail-only machines, use a completely separate OHV (green or red) sticker program. We can process OHV registrations and renewals alongside your other paperwork. Bring the title or MCO (Manufacturer's Certificate of Origin) if the bike is new, or the prior registration if renewing.

Motorcycle registration renewal

Renewing is identical to renewing a car. Bring your DMV renewal notice (or just the plate number and last three digits of your VIN), we pull up the record, collect the fee, and issue a new sticker and card on the spot. Motorcycles are currently exempt from smog inspection in California regardless of age or mileage, so you skip that step entirely, a nice break compared to renewing a car.

If your tags are expired, late penalties apply the same way they do for cars and stack quickly after 30 days. Walk in, we'll process the renewal plus penalties in a single transaction, and you'll leave road-legal.

Private-party motorcycle purchases

Buying a motorcycle from a private seller? Bring the signed title, a bill of sale with price and odometer reading, and your ID. We'll handle the title transfer, collect use tax at the correct county rate, and issue new plates if required. Because motorcycles are often bought and sold between enthusiasts rather than through dealers, we see a lot of edge cases, title in a deceased owner's name, title missing, title lost in a move, title from another state. We handle all of it. The most common recovery is filing a REG 227 duplicate title application alongside the transfer paperwork, which lets the new owner ride legally while the duplicate title mails from Sacramento.

Out-of-state motorcycle bring-ins and VIN verification

Bringing a motorcycle from another state requires a REG 31 VIN verification before registration can be completed, a physical inspection confirming the frame VIN matches the title. We perform VIN verifications on-site at our Oakdale office; bring the bike to our parking lot and we'll inspect it in a few minutes, sign off on the REG 31, and then process the registration immediately after. Custom bikes, rebuilds, and specially-constructed motorcycles

California allows registration of specially-constructed (SPCNS) motorcycles, bikes built from a mix of new and used parts, kit bikes, and extensively modified frames. The process involves a frame VIN inspection, receipts for major components, and a CHP VIN verification (not the DMV-authorized REG 31 VIN verification we perform). We help customers prepare the SPCNS paperwork and coordinate with the CHP's scheduling if needed, then process the DMV registration once the verification is complete.
