What a VIN verification is, and when you need one
A VIN verification is a physical inspection that confirms the Vehicle Identification Number (VIN) stamped or affixed to a vehicle matches the VIN on the paperwork being submitted to the DMV. It prevents fraud, specifically, it prevents a stolen vehicle from being registered under clean paperwork or a clean title from being attached to a vehicle with altered identification.
The verification itself is a short inspection. We locate the VIN on the vehicle (typically on the dashboard visible through the windshield, plus secondary locations on the door jamb and engine block), write it down, compare it against the submitted paperwork, verify nothing has been tampered with, and sign the REG 31 Verification of Vehicle form. The entire process takes five to ten minutes for most vehicles.
When California requires a VIN verification
The DMV requires VIN verification in several common scenarios. The most frequent is registering a vehicle purchased out of state: any car, truck, motorcycle, or trailer titled in another state must be VIN-verified before California registration can be issued. Second is registering a vehicle that's been off the books for multiple years and is being reactivated. Third is registering a reconstructed, specially-constructed, or kit vehicle, though these typically require a CHP-level inspection in addition to the DMV-authorized verification we provide.
Less common triggers include inherited vehicles where paperwork has been missing or altered, vehicles where the title shows an ambiguous VIN, and vehicles where the DMV system flags a mismatch during a routine transaction.
What we check during a verification
A proper VIN verification is more than just reading the dash plate. We check:
- The dashboard VIN plate, visible through the windshield on the driver's side
- The door-jamb sticker, on the driver's side door frame
- The engine VIN stamp, on most vehicles (location varies by make and model)
- The federal safety label, verifying build date and federal compliance
- Signs of tampering, rivets that don't match factory pattern, adhesive residue, plates that look recent or don't match the vehicle's age
- Matching the VIN to the submitted paperwork, the out-of-state title, bill of sale, or REG 343 application
If everything lines up, we sign and date the REG 31 and hand it to you for immediate submission with the rest of your registration paperwork. If we find a discrepancy, a mismatched VIN, evidence of tampering, or an incomplete stamping, we can't sign the REG 31, and the situation will need to go to the CHP for a formal investigation. This is rare, but we'll tell you clearly if it applies and help you understand next steps.
On-site versus mobile verification
Our default is on-site: you drive the vehicle to our Oakdale office, we inspect in the parking lot, you come inside to complete registration. This is fast and works for any vehicle that's road-legal (even if it has expired out-of-state tags, those are generally honored during the drive-in window, though check with the originating state if you're unsure).
For vehicles that can't be driven, a non-running project, a vehicle in storage, a trailer with no tow vehicle, or a boat being trailered home, we offer mobile VIN verification. We come to you, inspect the vehicle at your location, and file the REG 31 back at the office. Mobile service is scheduled rather than walk-in; call us and we'll find a time that works.
After the verification: completing registration
Once the REG 31 is signed, you have 30 days to submit it with a full registration application. In practice, most customers complete registration the same visit, we collect your out-of-state title (or equivalent), your bill of sale, your insurance information, your California driver license, and the fees, then process the full REG 343 Application for Title or Registration in one continuous transaction. You walk out with California plates and tags the same day.
The exception is vehicles that require smog certification before registration can complete. Most out-of-state gas vehicles four model years old or older need a California-compliant smog certification, it's a separate inspection at a smog station, not part of the VIN verification. Plan for that step before your visit so we can complete everything in one trip.
Commercial vehicles, trailers, and special categories
Commercial trucks, trailers over a certain weight class, specially-constructed vehicles, and historical vehicles have additional paperwork layers beyond the basic REG 31. We handle most of these at our Oakdale office; call ahead with the vehicle's details (year, make, GVWR, how it's currently titled) and we'll confirm whether a standard verification covers it or whether a CHP inspection is needed in addition.

Frequently Asked Questions
Do I have to go to CHP for a VIN verification?
Not usually. CHP inspections are only required for specially-constructed (SPCNS) vehicles, revived salvage, and situations where a DMV-authorized partner identifies evidence of tampering. For normal out-of-state transfers, our REG 31 signed verification is accepted by the DMV.
How much does a VIN verification cost?
Our on-site verification includes a small service fee in addition to any DMV fees. Mobile service (we come to you) adds a travel component depending on distance. Call us for a specific quote.
Can my spouse bring the vehicle if I'm the registered owner?
For the verification itself, no, we only need to see the vehicle. For the follow-up registration paperwork, we need either the registered owner's signature at the counter or a signed REG 260 / power of attorney.
I brought a motorcycle from another state, does it need VIN verification too?
Yes, motorcycles, mopeds, and motor-driven cycles all require REG 31 verification when arriving from out of state. We handle these alongside car verifications at the Oakdale office.
My vehicle has aftermarket body panels that cover the engine VIN. Is that a problem?
Usually no, the dashboard VIN is the primary check. If the engine VIN is inaccessible due to aftermarket work, we note it on the REG 31 and the DMV accepts the verification based on the dashboard and door-jamb stamps. If all three locations are inaccessible, a CHP inspection may be required.
