When do you need a title transfer?
California requires a title transfer any time ownership of a vehicle changes hands. That includes buying from a private party, inheriting a vehicle, receiving a car as a gift, adding or removing a name, divorce settlements, and moving a vehicle from a business to a personal name (or vice versa). Dealer purchases don't require you to handle the transfer yourself, the dealer does that, but almost every other situation does.
The state gives you ten days from the date of sale to submit transfer paperwork before late penalties start. Those penalties can exceed one hundred dollars depending on the value of the vehicle. That's why we recommend handling the transfer the same week the deal closes, the ten-day window moves faster than people expect.

If the transfer qualifies, the buyer pays only the registration and title fees, not the typical 7.25%+ use tax that would otherwise apply to the vehicle's market value. On a car worth ten thousand dollars, that's over seven hundred dollars saved.
To claim the exemption, the correct box must be checked on the title and a Statement of Facts (REG 256) must be filed explaining the relationship. We handle both at the counter, bring the signed title, your ID, and the relative's ID or a statement of relationship, and we'll structure the transfer correctly the first time.

Lost pink slips are one of the most common reasons title transfers stall. If the seller can't find the title, we can file a REG 227 Application for Duplicate or Paperless Title during the same transaction that processes the transfer, the buyer doesn't have to wait for a duplicate to arrive before the sale is recorded. We've done this thousands of times. It adds a few signatures and a little extra fee, but it eliminates the back-and-forth that would otherwise stall the transfer for 15-30 days.

Do I need the buyer and seller both present?
No. Typically the buyer brings the signed title and paperwork to us. We only need the seller present if there are signature issues that require notarization or a supplemental statement.
Can I transfer a title without a bill of sale?
Yes, but we strongly recommend a simple bill of sale, it documents the purchase price for use-tax calculation and protects both parties if a dispute arises later. We can provide a blank bill-of-sale template if you need one.
How long does a title transfer take to finalize with the state?
The transfer is recorded with the DMV the same day we submit it. The physical new title mails from Sacramento in roughly 6-8 weeks. In the meantime, the buyer has the registration card and valid tags, they can drive the vehicle legally from day one.
